PRINCIPAL, ELEMENTARY SCHOOL
DEFINITION
The principal is responsible for the direction of the instructional program, operation of the school plant, development and monitoring of the school budget, leadership of the staff, oversight in staff and student activities, and parent/community outreach. The principal supports, understands, and implements the vision, mission, WVUSD Areas of Focus, and the Local Control & Accountability Plan.
The elementary school principal serves as the educational leader of the school and ensures rigorous, engaging, and innovating teaching and learning experiences for every student in an environment that ensures equity, access, and inclusion for every student.
ESSENTIAL JOB FUNCTIONS:
- Serve as the instructional leader and operational manager of an elementary school facility
- Plan, design, and conduct follow-through strategies pertaining to curriculum development and the implementation of instructional programs and activities designed to provide equity and access to each student
- Interpret and implement the District-approved curriculum and ensure instruction aligns to state standards
- Review, analyze, assess, interpret, and disaggregate student data and assessments, in collaboration with staff, to drive instructional decisions and ensure a positive and safe culture for every student
- Stay current with developments, trends, and research in curriculum and instruction
- Works closely with school staff and school site council to identify educational and instructional needs and develop short and long-range plans to improve the instructional process
- Develop and direct educational programs designed to meet the needs of all student groups, including but not limited to English Learners, Special Education, and high achieving students
- Support staff by modeling or assisting with the implementation of effective instructional and classroom management techniques
- Model, train, and lead the use of effective instructional and organizational-based technology to enhance instruction and ensure the efficiency of systems
- Implement an accountability system of teaching and learning based on student learning standards and the Common Core State Standards (CCSS)
- Understand, articulate, and monitor progress toward CCSS components, including learning targets, instructional sequences, recommended delivery practice, assessment guides, and professional development
- Work with staff in organizing and coordinating grade level meetings in order to affect continuity and articulation of the instructional program
- Ensure the continual development of a culture that promotes college and career readiness for all students, as evidenced by key indicators of success
- Create a professional development plan, based on need, and identify, assign and coordinate in-service opportunities for certificated and classified personnel
- Supervise, direct, and coordinate the assignment of instructional personnel and student classroom assignments
- Plan, develop, organize, conduct, and maintain effective performance evaluation
- Direct, supervise, observe, assesses, and evaluate site personnel performance
- Promote equity, fairness, and respect among all staff members
- Plan, supervise and direct student activities and the use of school facilities
- Create and support a positive and productive school climate for students, staff, parents, and community members
- Provide opportunities for staff to develop and use skills in collaboration, leadership, shared responsibility and improve job-related skills through regular training and meetings of certificated, classified, and management staff
- Maintain a high level of visibility on the campus before, during, and after school
- Interact with students, parents, and staff in a sensitive and timely manner
- Strengthen high-trust, collaborative and respectful relationships with colleagues, students, parents, and community members
- Develop school plans and organizational procedures for the health, safety, and conduct of students as established in District procedures
- Plan, coordinate and evaluate the total program of pupil services, including guidance and counseling
- Confer and consults with school and District personnel, parents, and pupils pertaining to alternative solutions for educational and behavior management challenges
- Participate in budget planning activities, and develop expenditure review and control procedures to ensure a cost-beneficial and cost-effective operational mode
- Assume a leadership role in the functions and activities of site and District advisory committees and groups
- Assist the educational community in understanding the site and District goals and objectives and the strategies utilized for achieving them
- Enforce Education Code, rules and regulations of the California State Board of Education, policies of the Board of Trustees, administrative regulations of the Superintendent, and collective bargaining agreements
- Attend and participate in student, staff, district, and school-related functions
- Make plans for the most effective use of curriculum materials, instructional supplies, equipment, building facilities, and school grounds
- Coordinate effective emergency planning and drills
- Coordinate student and family assistance programs with local social service and youth service agencies
- Assist in the conduct of effective and efficient personnel management systems, including the recruitment, selection, retention, and separation of personnel
- May be responsible for managing, monitoring, and evaluating specially funded programs to ensure compliance with funding agency standards and guidelines

- Best practices to encourage positive student behavior and management
- Results and performance-based evaluation techniques pertaining to program and personnel performance effectiveness
- Equity, access and inclusion practices as it relates to students, staff and other stakeholders
- Assessment and data analysis
- Human relations strategies, conflict resolution strategies, and team-building principles and techniques
Ability to:
- Direct, lead, and coordinate the multifaceted functions and activities of an elementary school facility

EXPERIENCE AND EDUCATION
Any combination of experience and training that would likely provide the required knowledge and skill is qualifying. A typical way to obtain the required knowledge and skill would be:
Experience:
Five years of successful teaching experience or the successful completion of a comprehensive administrative internship-training program
Education:
Equivalent to the completion of a Master of Arts or higher degree in educational administration, instructional technology, or a closely related field
Certification Requirement:
Possession of a valid California credential authorizing service as an elementary school principal
