This is a cabinet-level position and is charged with the responsibility for fiscal and budgetary functions of the District. Under the direct supervision of the Superintendent, the Director of Business Services formulates, implements, evaluates, and communicates fiscal policy and procedure to ensure that financial perspectives are provided in all District planning and decision-making.
Old Adobe Union School District Classified Senior Management Job Description ___________________________________________________________________________ Director of Business Services Definition: Under the direction of the Superintendent, the Director of Business Services is responsible for general business affairs of the district. The Director is responsible for the accuracy of financial forecasting, accounting, auditing, and reporting as required by code, State and County regulations, and District policy. The Director is a member of the management team and participates in the formulation of District policies and other administrative responsibilities as assigned. Distinguishing Characteristics: The Director of Business Services is distinguished from other classes of employment in that the incumbent is in charge of the overall fiscal operation of the District including its funds and programs. He/she manages and directs all financial functions of the district including accounts payable, accounts receivable, payroll, budget, financial reporting, audits, and other obligations. Duties and Responsibilities 1. Planning, organizing and directing the activities and operations of the business services, including fiscal services, food services, technology, maintenance & operations, transportation, and risk management and loss control. 2. Ensuring timeliness and accuracy of district budget, interim reports and other financial reports. 3. Providing training and support to school principals and their staff in understanding and use of financial data and reports. 4. Maintaining and controlling district budget including administration of internal controls, accounting procedures, position control and expenditure management. 5. Collaborating and coordinating relevant activities with the Superintendent, including development, evaluation and recommendations of division objectives, policies and procedures 6. Serving as the district’s administrative leader in the absence of the Superintendent, if requested by the Superintendent. 7. Preparing accurate and clear reports and recommendations for the Superintendent and the Board of Education, in regard to relevant aspects of business services. 8. Providing advice and counsel to the principals, district administration and others in the matters related to the business operations of the district. 9. As requested by the Superintendent, coordinating with legal counsel and/or Joint Power Authorities and other agencies in regard to matters involving the district. 10. Working collaboratively with all departmental managers and employees of the business services in ensuring that the accomplishment of the defined vision and goals is facilitated. 11. Providing oversight of the district facility use process, allowing appropriate and collaborative use of district facilities by external community users. 12. Carrying out other duties as assigned. Minimum Qualifications: Education: Any combination of education and experience equivalent to a bachelor's degree in public administration, accounting/finance, business administration or related field. Experience: Five years increasingly responsible supervisory experience with multiple job responsibilities. Knowledge of: 1. Business operations of a California school district, including the California Schools Accounting Manual and the Standardized Account Code Structure. 2. Collective bargaining agreements, laws and regulations. 3. Budget control, expenditure management and revenue projections. 4. Principles and practices of management including supervision and training. 5. Applicable laws, codes, regulations, policies and procedures. Ability to: 1. Plan, organize and administer the Business Services operations of the district. 2. Train, supervise and evaluate personnel. 3. Analyze financial and other data and prepare reports, forecasts and recommendations. 4. Communicate effectively, both orally and in writing. 5.
