A master's degree from an accredited college or university
Five years experience in educational administration or the equivalent supervising staff
Valid Florida's driver's license
Satisfactory clearance of a criminal history records check and drug screening
ADDITIONAL DESIRED QUALIFICATIONS:
School Based Administrative experience preferred.
District Based Administrative experience preferred.
Certification in Educational Leadership, School Principal or Administration/Supervision.
Ability to work with others, individually or in a group.
Ability to develop and clearly communicate concepts and ideas.
Skills to demonstrate an attitude conducive to directing a service-oriented agency.
Knowledge of the Florida Education Finance Program, Curriculum/Instruction, Accountability and Assessment, Florida State Standards, Leadership Development, Technology, Professional Development and Human Resources.
Skills to interpret school district budget and related documents.
Ability to find and secure funding from a variety of sources.
Physical requirements: To perform essential functions and tasks which may include exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force as frequently as necessary; lifting, crawling, kneeling, bending, stooping, pulling, and pushing if required.
REPORTS TO: Heartland Educational Consortium Board of Directors.
JOB GOAL:The Executive Director is directly responsible for developing, supervising, and monitoring all programs, services, contracts, fiscal functions, and personnel so as to ensure the needs of member school districts are met.
SUPERVISES: All Heartland Educational Consortium personnel.
PRIMARY PERFORMANCE RESPONSIBILITIES:
Assists member districts in assessing needs and develops plans to meet these needs.
Provides assistance to member districts in securing external funds for special projects.
Regularly communicates and meets with the Board of Directors to keep them informed of the status of the Consortium programs and to ensure that the needs of member districts are being met through Consortium services.
Provides direction and guidance to staff and Board of Directors concerning legislative strategies.
Seeks grant opportunities (federal, state, foundations, etc.) to benefit districts’ needs.
Ensures the recruitment, selection, and evaluation of a high quality staff.
Makes recommendations for hiring of all Consortium personnel.
Meets regularly with personnel to ensure successful program operation and evaluation.
Administers all programs and fiscal functions of the Consortium.
Assigns tasks to Consortium personnel as deemed necessary to enhance the efficient, smooth and professional operation of the Consortium.
Motivates staff to continually develop new and innovative programs and services Consortium and other agencies.
Directs the negotiations, development and implementation of all contracts between the member districts.
Ensures that successful products, projects and processes developed through Consortium are disseminated to member districts.
Represents HEC and member districts on various committees and task forces.
Works with and maintains communication with district, school, state, and federal agencies .
Facilitates meetings for district personnel such as curriculum, technology, textbook, and facilities.
Maintains cooperative relationships with other educational consortia, organizations, and institutions (colleges/universities).
Oversees all fiscal operations and preparation of the annual budget.
Manages maintenance requirements for HEC facility.
Serves as secretary to the Board of Directors and maintains all meeting records.
Performs all other incidental tasks consistent with the job goal of this position and/or as assigned by the Heartland Educational Consortium Board of Directors
